Problem: To help restore liquidity to the U.S. financial system and calm market turmoil, Congress has passed the Emergency Economic Stabilization Act of 2008, known as the Bailout Plan. The plan, which provides graduated authority to the Secretary of the Treasury to purchase up to $700 billion of mortgage-backed securities and other troubled assets from U.S. financial institutions, contemplates a comprehensive reform of the United States financial system and will have an impact on all levels of our economy.
