Washington, D.C., Partner Hilary Cairnie, who focuses his practice in public contract law, was a featured presenter at the Pearlman Association’s Annual Surety Conference hosted in Seattle, Washington, September 9-11, 2010.
Pearlman is an association of legal and business professionals and companies involved in providing surety bonds in support of the construction industry and its related trades. This year’s Conference drew about 200 attendees.
Mr. Cairnie was a co-presenter with two other speakers from Traveler’s Bond & Financial Products, and Zurich American Insurance Company. His presentation focused on federal set-aside programs, the many regulatory requirements pertaining to Miller Act bonding for set-aside contracts, and the complicated legal and administrative processes that result when contractors fail to comply with project bonding requirements.
