Richard W. Siehl

Richard W. Siehl focuses his practice on health law, insurance and administrative law, with emphasis in healthcare financing and medical/legal matters. He has experience in managed care and hospital issues, as well as advising physicians and other healthcare providers. Mr. Siehl served as Leader of the Baker Hostetler Firmwide Healthcare Industry team from 1990 to 2006.

Mr. Siehl was one of the first lawyers board certified by the Florida Bar as a specialist in Health Law and is a member of the Florida Bar’s Health Law Committee. In addition, he has been named a 2011 “Top Lawyer” in Health Care & Insurance Law by Columbus C.E.O. magazine, was named a 2012 “Top Attorney in Ohio” by Cleveland/Cincinnati Magazine and has been named an Ohio “Super Lawyer” by Law & Politics every year since 2007. As of January 2012, Mr. Siehl will have been rated “AV Preeminent” for 15 consecutive years by Martindale-Hubbell, the authoritative resource for information on the worldwide legal profession and ethics.

Mr. Siehl handles matters for insurance companies, managed care organizations, hospitals and physician groups. He also advises and handles work for Blue Cross and Blue Shield plans and other third-party payers. He has organized and assisted a wide variety of corporate planning alternatives in the healthcare field, including mergers, acquisitions and other business transactions.

Mr. Siehl has been appointed by the Ohio Attorney General as Special Counsel to The Ohio State University, The University of Cincinnati and Ohio University, and previously served as Special Counsel to the Ohio Bureau of Workers’ Compensation for its managed care Health Partnership Program.

Mr. Siehl has been Deputy Director of the Ohio Department of Administrative Services, where he was responsible for legal, legislative and administrative affairs. He has also served on the Ohio Certificate of Need Review Board and was Chairman of the State Employee Compensation Board. He was Minority Counsel to the Ohio House of Representatives from 1979 to 1981. He also held the position of Franklin County Assistant Prosecuting Attorney following his admission to practice law in Ohio in 1977.

Mr. Siehl handles a wide range of government-related issues, including compliance with administrative regulations, ethics and public integrity issues. He also has handled election contests and has advised campaign committees, political action committees and candidates in election law matters.

Mr. Siehl is a member of the Board of Governors of the Ohio Chapter of the Republican National Lawyers Association and a member of the Franklin County Republican Party Executive Committee. He is also a member of the American Health Lawyers Association, the Ohio Society of Hospital Lawyers and both the Health Law Section and the Antitrust Section of the American Bar Association.
