BakerHostetler Adds Government Contracts Partner in Washington

Press Releases / April 4, 2022

BakerHostetler announces that Stephen Ruscus has joined the firm as partner in the Business Practice Group. He is based in Washington, D.C., and is part of the Government Contracts team.

“Stephen is extremely well regarded in the government contracts industry, and we are thrilled to welcome him to the firm,” said John Allotta, chair of BakerHostetler’s Business Practice Group. “His cross-industry experience further elevates our talented team of government contracts lawyers and helps build our reputation as one of the nation’s go-to corporate law firms, especially in the area of government contracts.”

With more than 30 years of experience, Ruscus regularly counsels clients regarding government contracts procurement and in litigation before federal boards of contract appeals, the U.S. Court of Federal Claims and the U.S. Government Accountability Office. He also has experience advising clients in protest practice before the U.S. Small Business Administration and in matters relating to federal procurement of commercial items and services, including those under Federal Supply Schedule contracts. Ruscus’ clients also turn to him with equal confidence for advice on the implementation and review of complex pharmaceutical manufacturer government pricing systems, fraud and abuse implications of commercial pricing, and patient benefit programs.

“Stephen’s wealth of knowledge – particularly related to the complexities of federal procurements for existing government contractors, corporate dealings and strategic counseling for companies entering the government market – will be incredibly valuable to our clients and to our team,” said Jeffrey Paravano, BakerHostetler’s D.C. office managing partner.

Ruscus earned his J.D. from the Catholic University of America and his B.A. from the University of North Carolina.
