WASHINGTON, Oct. 7, 2021 – BakerHostetler announced today that Ronald J. Baumgarten, Jr. rejoined the firm as of counsel. He is based in the Washington, D.C. office and a member of the International Trade and National Security team.
Most recently, Baumgarten served as Deputy Assistant U.S. Trade Representative in the Office of Southeast Asia and the Pacific. He has extensive experience in international trade negotiations, regulatory law and policy development, with particular knowledge of Asian markets. Baumgarten departed BakerHostetler in 2007 to begin his tenure in the Office of The U.S. Trade Representative as Assistant General Counsel where, among other responsibilities, he represented the United States in dispute settlement proceedings before the World Trade Organization, and later served as a Senior Director in the Office of Agricultural Affairs before achieving the rank of Deputy Assistant USTR.
“BakerHostetler has a very well-regarded International Trade and National Security practice and I am happy to bring my years of government experience back to the firm,” said Baumgarten. “International trade relationships have become increasingly complex in recent years and I look forward to assisting clients with policymaking and dispute settlement solutions for the difficult problems that they face.”
Baumgarten is the second significant addition to BakerHostetler’s International Trade and National Security team in recent months. Melissa Mannino, who once served as chief of the Enforcement and Litigation Division in the Commerce Department, joined the firm in June.
“Ron’s knowledge of U.S. trade and investment policies, his experience in negotiating international agreements, and his advocacy skills in international trade dispute proceedings will be tremendous assets to us and our clients,” said Barbara Linney and Michael Snarr, co-leaders of BakerHostetler’s International Trade and National Security team.
“Ron is a seasoned veteran in the international trade and national security area and we are glad to welcome him back after years of distinguished and senior government service,” added Ray Whitman, chair of BakerHostetler’s national Litigation Practice Group.
Baumgarten received his J.D., summa cum laude, from Boston University School of Law, where he was administrative editor of the Boston University Law Review. He received his B.A., summa cum laud, from the American University. Baumgarten was also a Rotary Ambassadorial Scholar at the Institute of Political Studies in Strasbourg, France.
“We are extremely excited to welcome Ron back to the firm and to the D.C. office,” said Jeff Paravano, managing partner of BakerHostetler’s Washington, D.C office. “Ron’s knowledge regarding international trade matters, and his government experience in that space, will be beneficial to our clients.”
