Overview

Louis Cannon is a labor and employment attorney, with a particular focus on traditional labor matters. Louis has experience in collective bargaining, appearing before the National Labor Relations Board (NLRB) in unfair labor practice and representation proceedings, labor arbitration, and providing National Labor Relations Act compliance advice. He places high value on his ability to understand and respond to client needs with practical and strategic solutions.

Select Experience

  • Acted as counsel and the lead negotiator for an ambulance transport company bargaining for a first labor contract. The union filed repeated meritless unfair labor claims, which were all dismissed by the NLRB. Ultimately, the parties reached an impasse and the employer withdrew recognition from the union after receiving a decertification petition from its employees.
  • Acted as counsel and the lead negotiator and reached a first collective bargaining agreement for a hospital with a unit of skilled maintenance employees. During bargaining, the union engaged in a sympathy strike on behalf of another union at the hospital representing nurses. Advised the hospital throughout the strike, during which hospital operations were not impaired. The hospital ultimately did not make any economic concessions as a result of the strike.

Experience

  • Co-chaired an arbitration on behalf of a hotel in Providence, Rhode Island, that was party with a union to a card check agreement, which ran for 36 months from the "full public opening" of the hotel. The union made a late demand for recognition and the employer refused. After approximately 15 days of hearing before an arbitrator, the hotel prevailed in establishing that the union's demand for recognition was late. The hotel remains nonunion.
  • Co-chaired an NLRB trial in which a union accused a hotel of firing pro-union employees, closing the room service department in retaliation for employees' union activities and making threats to employees. 
  • Co-chaired an NLRB trial involving the discharge of two employees for posting false and damaging statements about the company they worked for on Facebook.  
  • Represented, as part of a team, a large quasi-public university health system in relation to a neutrality agreement with a union in which the employer was prohibited from making critical statements about the union during its campaign. The union failed to collect enough cards to trigger an election before an arbitrator.
