David Rivkin says Obama Ban on New Ocean Drilling Can be Reversed

The article, “President Obama Bans Oil Drilling in Large Areas of Atlantic and Arctic Oceans,” reports on the president’s action to use the Outer Continental Shelf Lands Act to withdraw hundreds of millions of acres of federally owned land from new offshore oil and gas drilling. Rivkin, addressing the chances that the Republican-controlled Congress can reverse the action, told the Post, “Basically I say the power to withdraw entails the power to un-withdraw.”
