Carlos Ramos-Mrosovsky has represented individuals, foreign governments, NGO’s and FORTUNE 500 corporations in complex federal and international disputes and regulatory proceedings.
Mr. Ramos-Mrosovsky focuses his practice on complex international and federal litigation. He has represented and counseled clients in cases arising under the Alien Tort Claims Act, the Racketeer Influenced and Corrupt Organizations (“RICO”) Act, international environmental and human rights laws and the laws of war. He also has represented clients in the litigation and arbitration of international commercial and financial disputes and in efforts to trace and recover proceeds of cross-border financial crimes. Mr. Ramos-Mrosovsky has considerable experience litigating and advising on issues of constitutional and administrative law.
Mr. Ramos-Mrosovsky has an extensive regulatory practice, having advised clients in administrative rulemakings and enforcement actions, as well as on compliance efforts. Mr. Ramos-Mrosovsky has significant experience advising clients with regard to the United States Government’s international sanctions and export regimes, including the Treasury Department’s Office of Foreign Assets Control (“OFAC”) regulations, the State Department’s International Traffic in Arms Regulations (“ITAR”) and the Commerce Department’s Export Administration Regulations (“EAR”). Mr. Ramos-Mrosovsky has counseled clients participating in Securities and Exchange Commission (“SEC”) rulemakings under the Dodd-Frank Act and advised clients on compliance with United States Government ethics and disclosure requirements.
Mr. Ramos-Mrosovsky’s pro bono practice draws on his international and regulatory experience. He works closely with international relief, development and advocacy organizations, and has assisted Oxfam America, an internationally recognized relief and development organization, in advising Ghanaian civil society organizations and Parliamentarians on the drafting of regulations to assure transparency and accountability in the stewardship of Ghana’s new-found offshore petroleum wealth.
Mr. Ramos-Mrosovsky is a member of the International Law Section of the American Bar Association, where he is Vice-Chair of the Export Controls and Economic Sanctions Committee and a member of the Africa Committee. Mr. Ramos-Mrosovsky is also an active member of the New York State Bar Association and part of the team drafting the Association’s position paper on the Hague Convention on Choice of Court Agreements. He is also a member of the American Society of International Law and publishes frequently on legal and international subjects.
