Francis B. Palumbo is Of Counsel on BakerHostetler's Pharmacy and Reimbursement team and the FDA, Products Promotion, and Defense team. He is Professor Emeritus, University of Maryland School of Pharmacy, where he was co-founder and Executive Director of the Center on Drugs & Public Policy. As an Adjunct Professor at the University of Maryland School of Law, he continues to teach food and drug law, as he has for many years. As a member of the bar in the District of Columbia and Maryland, as well as being a licensed pharmacist, Frank has practiced both pharmacy and law.
In his academic life, Frank co-authored a book on containing costs in third party drug programs and has authored or co-authored numerous peer-reviewed journal articles on a wide range of scientific and professional topics, including law and public policy. He has presented his work nationally and internationally, been the principal investigator on major federal research grants and served as a member of a National Institutes of Health study section. In addition to food and drug law, he has also been very active in several national professional organizations, including the Food and Drug Law Institute, where he was a member of the Board of Directors.
Other examples of Frank's involvement include service as president of the American Pharmacists Association Academy of Pharmaceutical Research and Science and president of the American Society for Pharmacy Law. He received his B.S. in Pharmacy from the Medical University of South Carolina, M.S. and Ph.D. in Health Care Administration from the University of Mississippi and J.D. from the University of Baltimore School of Law. He also served in the U.S. Army from 1969 to 1971.
