Partner Barbara Linney commented in an Export Compliance Daily article on a bill introduced by the House of Representatives that would permit the Bureau of Industry and Security (BIS) to add more firm types to their Entity List, which is a list of foreign individuals, businesses and organizations that are viewed as a risk to U.S. national security or foreign policy. In the Dec. 19, 2025, article, titled “Lawyer: Congress Signaling It Could Soon Expand BIS Entity List Authority,” Linney points out the uncertainty surrounding the introduction and suspension of the Affiliates Rule and whether it will be reinstated in its current form or revised in some way, and how this is affecting manufacturers as they receive new orders and try to plan how to ship the completed product.
