Poe Leggette</a> co-authored "The Outer Continental Shelf Lands Act Turns Fifty: A Premature Look at the First Half-Century of the OCSLA," published in the Rocky Mountain Mineral Law Foundation's <em>Oil and Gas Development on the Outer Continental Shelf</em>. The paper addresses the timeline of developments regarding the OCSLA, enacted in 1953 in order to govern the exploitation of minerals in the seabed beyond the State's submerged lands.
