Poe Leggette</a> co-authored, "Protecting Spectacular Public Lands: Part of the Bureau of Land Management’s Multiple Use Mandate," published in the Rocky Mountain Mineral Law Foundation Special Institute on Energy Development: Access, Siting, Permitting, and Delivery on Public Lands in September. The chapter addresses restraints on development of wilderness areas put in place by state and federal law. Further, the restraints from the perspective of energy development, are considered and a sampling of the case law addressing the conflicts between energy development and preservation policy is reviewed.
