Overview

Apps Akpofure focuses on real estate finance, working with developers, lenders and banking institutions towards the ultimate goal of developing and constructing affordable housing. He guides both individual and corporate clients through the entire process of developing, rehabilitating, financing, purchasing and selling affordable multifamily properties, as well as advises them on the structuring and negotiation of new investments and other complex financing options.

Apps gains a deep understanding of each client's process and how they fit into the overall project picture, enabling him to provide practical advice that leads to a satisfactory conclusion.

  • Lead counsel to developer on the conversion of 255 units from public housing to project-based choice vouchers through HUD’s Rental Assistance Demonstration (“RAD”) program involving the use of 4% LIHTC, tax-exempt bonds and financing from local government agencies.

  • Lender counsel in connection with construction and bridge loans to LIHTC real estate projects.
  • Advises clients in the structuring and negotiation of new investments and other complex financings, such as projects involving public/private partnerships or mixed financing sources (conventional financing, LIHTC and bonds).
  • Reviews and advises on title and survey matters, frequently rectifying and resolving complex title and environmental issues on mature urban properties.
  • Assists developers and non-profits with investor exits from LIHTC projects and acquisition of investor interests through Purchase Options and Rights of First Refusal.
