Counsel Mary Kate Brennan authored an article for The Legal Intelligencer titled “CBP’s 2026 Forced Labor Guidance Raises the Stakes for Retail Supply Chains.” Published July 28, 2026, the article discusses how domestic importers must be able to identify where each item of material, supplier and shipment moved, especially items that the U.S. Bureau of International Labor Affairs includes on its List of Goods Produced by Child Labor or Forced Labor. U.S. Customs and Border Protection recently issued its Forced Labor Enforcement Operational Guidance for Importers, which outlines CBP’s enforcement framework under the Uyghur Forced Labor Prevention Act (UFLPA), withhold release orders (WROs) and the Countering America’s Adversaries Through Sanctions Act (CAATSA).
