Congressional negotiations on funding legislation have stalled, with the first of two deadlines to keep government agencies open approaching Friday.

President Joe Biden has summoned congressional leaders to the White House to press them to avert a partial government shutdown and approve aid to Ukraine and Israel.

Biden will also host Prime Minister Giorgia Meloni of Italy at the White House.

The House plans to hold floor <a href="https://www.majorityleader.gov/schedule/weekly-schedule.htm">votes</a> Wednesday to Friday – with the possibility of a partial government shutdown looming Friday night, the path forward is <a href="https://rollcall.com/2024/02/25/biden-big-four-to-meet-as-spending-talks-sputter/">murky</a> at best.

The Homeland Security Transportation and Maritime Security Subcommittee on Thursday will hold a <a href="https://homeland.house.gov/hearing/subcommittee-on-transportation-and-maritime-security-hearing/">hearing</a> on port cybersecurity.

Also Thursday, the Oversight Cybersecurity, Information Technology, and Government Innovation Subcommittee will hold a <a href="https://oversight.house.gov/release/mace-announces-hearing-on-gsa-compliance-with-procurement-bans%ef%bf%bc/">hearing</a> on the General Services Administration’s compliance with federal purchasing rules.

The House committee schedule is light during this abbreviated week, but additional hearings can be found <a href="https://www.house.gov/legislative-activity">here</a>.

The Senate will be in <a href="https://www.senate.gov/legislative/floor_activity_pail.htm">session</a> throughout the week, also with an <a href="https://www.democrats.senate.gov/newsroom/press-releases/majority-leader-schumer-dear-colleague-letter-on-appropriations-and-ukraine-funding">uncertain</a> agenda due to the impasse over government funding.

The Homeland Security and Governmental Affairs Committee will hold a <a href="https://www.hsgac.senate.gov/subcommittees/investigations/hearings/the-u-s-technology-fueling-russias-war-in-ukraine-how-and-why/">hearing</a> tomorrow titled “The U.S. Technology Fueling Russia’s War in Ukraine: How and Why.”

Wednesday, the Agriculture Committee will hold an oversight <a href="https://www.agriculture.senate.gov/hearings/oversight-of-the-us-department-of-agriculture-02-28-2024">hearing</a> with Agriculture Secretary Thomas Vilsack.

Today, Biden is traveling to New York City to <a href="https://nypost.com/2024/02/23/us-news/biden-visiting-nyc-to-tape-rare-interview-with-late-night-host-seth-meyers/">appear</a> on “Late Night with Seth Meyers” and to attend a campaign fundraiser.

Tomorrow at the White House, the president will <a href="https://thehill.com/homenews/administration/4488573-biden-to-host-congressional-leaders-tuesday-for-talks-on-spending-ukraine-funding/">host</a> Speaker Mike Johnson, R-La., House Minority Leader Hakeem Jeffries, D-N.Y., Senate Majority Leader Chuck Schumer, D-N.Y., and Senate Minority Leader Mitch McConnell, R-Ky., to discuss government funding and aid to Ukraine and Israel.

Friday, Biden will <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2024/02/23/statement-from-white-house-press-secretary-karine-jean-pierre-on-the-visit-of-prime-minister-giorgia-meloni-of-italy-2/">host</a> Meloni for a bilateral meeting at the White House.
