His affordable housing transactional experience includes reviewing and negotiating documents in matters involving low-income housing tax credits, financing under various HUD programs, property and sales tax exemptions, and other types of federal, state and local funding. He is skilled at helping clients with the structuring and formation of ownership and development entities, including public/private partnerships and for-profit/nonprofit partnerships, such as forming historically underutilized businesses and community housing development organizations.

In addition, clients rely on Sam for traditional real estate matters, as he’s well-versed in drafting and negotiating purchase and sale agreements, complex easement agreements, declarations of restrictions and community facilities agreements. He is also adept at reviewing title and survey and managing closing activities.

On the regulatory side, Sam provides counsel on tax credit application issues, underwriting matters, changes of ownership and tax credit compliance matters that involve the Texas Department of Housing and Community Affairs.
