Below is this week’s congressional update by BakerHostetler’s <a href="https://www.bakerlaw.com/FederalPolicy">Federal Policy</a> team. We’ll continue to post in weeks when both chambers of Congress are in session.



HEADLINES



<ul>
<li>The congressional committee schedule is highlighted by foreign affairs, as Congress returns from recess following the first anniversary of Russia’s invasion of Ukraine.</li>



<li>President Joe Biden will meet with the Democratic caucuses in both chambers.</li>



<li>Later in the week, Biden will host German Chancellor Olaf Scholz at the White House for the first time since just before the Russian invasion.</li>
</ul>



HOUSE



<ul>
<li>The House is in <a href="https://www.majorityleader.gov/schedule/weekly-schedule.htm">session</a> today through Wednesday, with an agenda including a <a href="https://www.congress.gov/bill/118th-congress/house-joint-resolution/30?s=2&r=5&q=%7B%22search%22%3A%5B%22hjres+30%22%5D%7D">resolution</a> to nullify the Labor Department’s <a href="https://www.cnbc.com/2022/11/22/biden-administration-loosens-trump-era-esg-rules-for-401k-plans.html">proposal</a> to encourage environmental, social and governance investing in employer-sponsored retirement plans.</li>



<li>Tomorrow, the House Foreign Affairs Committee will hold a <a href="https://foreignaffairs.house.gov/hearing/combatting-the-generational-challenge-of-ccp-aggression/">hearing</a> on “Combatting the Generational Challenge of CCP Aggression,” and the new Select Committee on the Chinese Communist Party will hold its first <a href="https://selectcommitteeontheccp.house.gov/committee-activity/hearings/hearing-notice-chinese-communist-partys-threat-america">hearing</a> in primetime.</li>



<li>The Energy and Commerce Subcommittee on Innovation, Data, and Commerce will hold a <a href="https://energycommerce.house.gov/events/innovation-data-and-commerce-subcommittee-hearing-promoting-u-s-innovation-and-individual-liberty-through-a-national-standard-for-data-privacy">hearing</a> Wednesday on a national data privacy standard.</li>

SENATE



<ul>
<li>The Senate will resume <a href="https://www.senate.gov/index.htm">votes</a> on Biden’s judicial nominees.</li>



<li>The Senate Armed Services Committee tomorrow will receive <a href="https://www.armed-services.senate.gov/hearings/to-receive-testimony-on-conflict-in-ukraine">testimony</a> on the war in Ukraine following the anniversary of Russia’s invasion.</li>



<li>Wednesday, the Commerce Committee will hold a nomination <a href="file:///C:/Users/ahiggins/Desktop/Weekly%20preview/Phillip%20A.%20Washington%20to%20be%20Administrator%20of%20the%20Federal%20Aviation%20Administration">hearing</a> with Phil Washington, Biden’s nominee to lead the Federal Aviation Administration.</li>

WHITE HOUSE



<ul>
<li>The president will visit Virginia Beach tomorrow to <a href="https://www.13newsnow.com/article/news/local/mycity/virginia-beach/joe-biden-virginia-beach-healthcare/291-3676b379-fa7e-42fd-bae9-b23f2a54a3b1">discuss</a> healthcare.</li>



<li>Biden on Wednesday will <a href="https://twitter.com/bresreports/status/1629211575721549826?s=20">speak</a> at House Democrats’ retreat in Baltimore, and will <a href="https://twitter.com/AndrewDesiderio/status/1629184586734264323?s=20">visit</a> Senate Democrats at lunch Thursday.</li>
</ul>



Scholz will <a href="https://www.reuters.com/world/us/german-chancellor-scholz-visit-white-house-march-3-biden-spokesperson-2023-02-16/">meet</a> with Biden at the White House Friday.
