Jacob’s practice spans technology regulatory law, covering AI governance, privacy and data protection, cybersecurity, product and supply chain security, critical infrastructure and online platform liability. He advises clients at every stage of the regulatory lifecycle: helping U.S. and international companies design compliant products and programs, defend against government investigations and enforcement actions, engage in rulemaking and legislative processes, structure and negotiate technology-driven transactions, and navigate the technology regulatory dimensions of M&amp;A and other corporate transactions. He helps clients not only resolve immediate legal questions but anticipate global regulatory developments and build durable compliance postures.
<p class="BHBodyText">A particular focus of Jacob’s practice is proactive cybersecurity counseling. He helps clients build and maintain legally defensible security programs, advises on compliance with security laws, regulations, and industry standards, and counsels on how emerging security requirements will affect their businesses and products. When incidents do occur, he guides clients through the response process and any regulatory inquiries.</p>
<p class="BHBodyText">Jacob maintains an active pro bono practice focused on open-source projects and digital rights and civil liberties organizations, offering general legal counsel, litigation and policy advocacy on issues spanning government surveillance, privacy, cybersecurity, national security and intellectual property.</p>
