Rajesh Bandla (Chicago) focuses his practice on matters relating to affordable housing and economic development. He has vast experience representing parties on all sides of affordable housing financings, including institutional investors, developers, governmental agencies, nonprofits and lenders. Raj advises clients on a wide range of matters, such as corporate and governance issues, asset management, and transactional matters ranging from acquisitions and dispositions to refinancings and fund formations.
Cynthia Bast (Austin) is a co-leader of BakerHostetler’s Community Development team and the partner-in-charge of the Austin office. She is nationally recognized for her work in affordable housing finance and regulatory matters. Cynthia represents an array of clients across the diverse affordable housing spectrum. For more than 30 years, she has helped for-profit and nonprofit developers, along with investors and governmental entities, develop, acquire, construct, finance, operate and preserve housing in Texas and other locations across the country.
Joshua Bennett (Dallas) is a seasoned trial and appellate attorney who concentrates on complex and high-stakes litigation. His practice encompasses a wide range of federal law areas, including trademark infringement, unfair competition, false advertising, copyright, patent infringement, antitrust, theft of trade secrets, First Amendment and civil rights, data security, and more. Additionally, Josh has represented clients in numerous significant state law matters, such as breach of contract, breach of warranty, breach of fiduciary duty, deceptive trade practices, defamation and anti-SLAPP actions.
Matthew Borah (Austin) concentrates his practice on affordable housing matters, representing developers – both for-profit and nonprofit – in the acquisition, financing, development and construction of affordable multifamily properties. Matthew’s experience includes transactions financed with low-income housing tax credits, tax-exempt bonds, HUD-insured multifamily loans, Fannie Mae and Freddie Mac loan programs, HOME funds, and other private and governmental funding sources.
Denise Chambliss (San Francisco) is a partner in the San Francisco office who focuses her practice on trust and estate litigation, representing individual and corporate trustees as well as executors, beneficiaries, petitioners and respondents. Denise has first-chaired numerous trials and/or binding arbitrations, using her deep experience in fiduciary litigation to effectively attain positive outcomes for clients.
Victoria Delisle (Austin) has a wide-ranging practice that focuses on matters involving affordable housing, commercial real estate and lending, project finance and development, tax credit restructuring transactions, and distressed assets. She is the Austin Business Practice Group leader for BakerHostetler and works with a variety of corporations and financial institutions in the U.S. and abroad, including both privately held and publicly traded entities.
Steve Dettlebach (Cleveland) rejoined BakerHostetler in April after serving as only the second-ever Senate-confirmed director of the Bureau of Alcohol, Tobacco, Firearms and Explosives. He will be the next chair of our firm’s Litigation Practice Group and is a partner on the White Collar, Investigations and Securities Enforcement and Litigation team, which he led from 2016 to 2022. Steve served from 2009 to 2016 as the presidentially appointed U.S. attorney for the Northern District of Ohio. He has never lost a federal criminal trial.
Allen Dickerson (Washington, D.C.) is a seasoned litigator and former chair of the Federal Election Commission. He counsels organizations participating in the political process and represents clients in constitutional and administrative law cases. Prior to joining BakerHostetler, Allen spent 15 years at the center of the national debate over political regulation.
David Diorio (Chicago) is a business immigration attorney who advises domestic and multinational companies on the design and execution of nonimmigrant and immigrant visa strategies for executives and other key foreign national personnel, with a strong focus in the healthcare, artificial intelligence, engineering, telecom, fashion and entertainment industries. He also assists large healthcare systems and foreign national physicians and researchers with a variety of specialized immigration matters, including O-1, NIW, EB-1A and EB-1B petitions and J-1 waiver applications.
Ryan Hedges (Chicago) is a former federal prosecutor with a national practice defending companies and individuals in sensitive, high-stakes matters involving government investigations, corporate internal reviews, and complex criminal and civil litigation. A partner on BakerHostetler’s White Collar, Investigations and Securities Enforcement and Litigation team, he represents clients facing allegations of criminal healthcare fraud and violations of the federal Anti-Kickback Statute; violations of the False Claims Act and securities laws, including public company accounting and insider trading violations; and government contracting fraud, official bribery and export control violations, among many others.
Susan Kayser (Washington, D.C.) is a nationally recognized intellectual property litigator and counselor to international and emerging brands on trademark, advertising and copyright matters. She represents clients from numerous industries, including fashion, apparel, luxury, consumer products, and food and beverage. Susan has significant experience obtaining and defeating temporary restraining orders and preliminary injunctions in trademark and copyright matters, including complex contributory infringement matters, on behalf of brands.
Eric Lee (Washington, D.C.) is a skilled intellectual property litigator and counselor who focuses his practice on trademark, trade dress, advertising and copyright matters for international and emerging brands in various industries, including e-commerce, fashion, music, travel, software, medical devices and pharmaceutical.
Timothy Longman (Washington, D.C.) has extensive experience representing clients in the most complex antitrust matters, including handling antitrust merger clearances, responding to investigations before the Department of Justice and Federal Trade Commission, and leading litigation. He is experienced with both federal and state antitrust litigation and merger reviews. Tim joined BakerHostetler after serving 10 years with the Department of Justice Antitrust Division, most recently as acting assistant chief of the Civil Conduct Task Force, where he was involved in and supervised the prosecution of complex antitrust conduct claims.
Artie McConnell (New York) is a decorated former federal prosecutor and highly regarded trial attorney. He is a partner on BakerHostetler’s White Collar, Investigations and Securities Enforcement and Litigation team and serves as co-leader of the firm’s National Security Investigations and Litigation Task Force. Artie represents companies and individuals – both in and out of the courtroom – in high-stakes criminal and civil enforcement actions, cross-border regulatory proceedings, internal investigations and compliance matters.
Richard Morrow (Austin) represents for-profit and nonprofit real estate developers in the acquisition, development, financing and management of affordable housing. His vast experience allows him to navigate complex financing transactions utilizing low-income housing tax credits, HUD and FHA-insured loans and programs, tax-exempt bonds, Fannie Mae and Freddie Mac multifamily loan programs, and other federal, state and local government subsidies and financing sources.
Timothy Payne (Chicago) uses his deep understanding of the complex and dynamic legal and regulatory environment to provide high-quality, responsive and ethical immigration services to his clients. He focuses his practice on the strategy and execution of a wide range of work visas as well as green card and citizenship applications for corporate clients. Tim develops smart immigration policies and practices to manage risk associated with hiring foreign national employees and to ensure the mobility of foreign workers.

Courtney Barksdale Perez (Dallas) is a board-certified, seasoned trial attorney with substantial experience in employment and commercial litigation who has tried cases to juries in state and federal courts. Christopher Schrauff (Dallas) has a transactional practice focused on affordable housing and community development, including real estate fee and equity acquisition, development, construction, disposition and financing. He also assists private equity investors, lenders and developers as part of his commercial real estate and real estate finance practice. Chris handles a variety of loans and loan portfolio transactions as well as the acquisition and disposition of equity and fee interests in real estate developments.
